Ambon Immigration Partners with Accommodation and Hotel Companies to Optimize Foreign National Surveillance Through the APOA Application

The Ministry of Immigration and Correctional Affairs, through the Class I Immigration Office (TPI) Ambon, held a socialization event for the Foreigner Reporting Application (APOA) service, involving various stakeholders in Ambon City on Wednesday (May 20, 2026).
The event took place at the immigration office located on Jalan DR. Kayadoe, Kudamati Village, Nusaniwe District, Ambon City, Maluku.
The socialization event involved hoteliers, lodging managers, boarding house owners, and companies that frequently host foreign nationals.
The Head of the Class I Immigration Office (TPI) Ambon, Eben Rifgy Taufan, stated that the rate of reporting foreigners through the APOA is currently still low.
“Only around 20 percent of foreigners are reporting through the APOA application. This is certainly a small number,” said the Head of the Class I Immigration Office (TPI) Ambon in his remarks.
According to him, the APOA application plays a strategic role in supporting the rapid and integrated monitoring of foreigners.
Therefore, he hopes that participants in the socialization will actively utilize the application to report the presence of foreign nationals staying or residing at their premises.
“This opportunity is intended to accommodate guests within the application,” he hoped.
Eben emphasized that reporting the presence of foreigners is an obligation stipulated in law.
He reminded them that there must be witnesses for those who fail to comply with this obligation.
“Considering this is in accordance with the mandate of the law. If they fail to do so properly, there must be witnesses. Therefore, this socialization is important,” he emphasized.
The provisions regarding mandatory reporting are regulated in Article 72 of Law Number 63 of 2024 concerning the third amendment to Law Number 6 of 2011 concerning Immigration.
This regulation states that owners or managers of lodging establishments are required to provide data on foreigners staying at their premises upon request by immigration officials or the police.
Meanwhile, Article 117 Number 63 of 2024 concerning the third amendment to Law Number 6 of 2011 concerning Immigration stipulates that those who fail to report the whereabouts of foreigners face a maximum imprisonment of three months or a maximum fine of IDR 25 million.
Following the remarks, the event continued with a presentation on the Foreigner Reporting Application (APOA) by Fadel Amril, Head of the Immigration Intelligence Sub-Section, along with Edwin Musila, Head of the Immigration Intelligence and Enforcement Section, and Elia Wahyu Utami, Head of the Immigration Information Sub-Section.
